Street Team for Homeless People

The Homeless Street Team of the Associação Protectora dos Pobres was created on January 5, 2016, with the objective of establishing a trusting relationship with homeless people, aiming to improve conditions of life of this population in order to be able to refer them and accompany them according to the needs they present, thus promoting their social, family, housing and professional integration.

What we do

Social intervention is carried out in the municipality of Funchal, through the psychosocial monitoring of the homeless population. The team takes part in the different situations: emergency, motivation, referral and social reintegration.

To whom it is intended

Homeless population of the Municipality of Funchal.


• Create a trust that will motivate homeless people to change their lives;
• Improve the living conditions of homeless people by referring them to the different areas, according to the needs they present, in internal and external services to the institution (Administration, Showers, Laundry, Canteen, Clothes, Office of Social Support, Consultation and Nursing and Psychology Follow-up);
• Provide psychosocial support to prevent regression / relapse;
• Motivate for social insertion.
Intervention by the Street Team for Homeless People:

Application of questionnaires to APP users in order to know their reality, to better intervene with the homeless population.

Outside trips, which consist in the implementation of routes adjusted to the places of stay of people who are homeless and whose purpose is to create a closer relationship between the street and the APP, promoting the use of existing services in the institution and thus boosting their reintegration into society. On Tuesdays and Wednesdays the team is accompanied by a nurse from the Health House S. João de Deus. After each exit, a record is made of the users sighted or approached and observations that indicate the intervention performed.

Social Assistance for the user, whose main objective, in a first evaluation interview, is to make the social diagnosis of the problem situation and its respective screening; establish the priority; evaluating from the point of view of its implications; and, finally, to elaborate the individual plan of social integration. In a second phase, the social assistance is based on the social monitoring of the user, redefining and adjusting the intervention plan. These services are previously planned according to the intervention phase, in order to allow an efficient collection of information.
Elaboration of lists of homeless people identified by APP / ERSA, carried out on a monthly basis and which are subdivided into three lists:

1. People in homeless situation in the municipality of Funchal:
- They attend the services of the APP;
- Penalized for non-compliance with APP rules;
- They do not attend the services of APP, at their own option;

2. Homeless people in the municipality of Funchal:
- Spending the night in the Center of Night Accompaniment;
- Referred by the APP for treatment at the Health House S. João de Deus;
- In treatment at the Health House of São João de Deus;
- Forwarded by APP for treatment at Health House Câmara Pestana;
- In treatment at the Health House Câmara Pestana;
- Referred by APP for treatment at the Unit for the Treatment of Drug Addiction;
- Serving a sentence in the Prison Establishment;
- In hospital admission;

3. Monthly Conclusion:
- Family Integration;
- Housing Integration;
- Professional Integration;
- Deceased;
- No information.

These lists aim to present the real number of users who are homeless and who are identified during the ERSA intervention, both in the context of street and in care.

Visits to the place of overnight stay for the users who are homeless. These spaces can be public or private not intended for housing, such as buildings that do not meet housing conditions, abandoned houses, viaducts, "furnas", car parks and main avenues of the city of Funchal where these users stay regularly. These visits are previously authorized and aim to collect data in their natural environment, complementary to the social diagnosis.

Domiciliary Visits to the users who were homeless and currently are integrated in a room / house. The first visit is aimed at recognizing the problem situation, and the others have as function monitoring and supervision.

Intrainstitutional and interinstitutional meetings promote the articulation between the different professionals that intervene directly with the user, in order to establish a common support strategy in the resolution of their problem situation. ERSA plays a key role in the course of these meetings, since it is through this team that the on-site approach and the monitoring of situations that fall short of institutional views and of society in general are carried out.
Meetings with relatives of users that aim to make known to these relatives all the follow-up that is done to the user by the Associação Protectora dos Pobres and together, define strategies of social intervention to improve their living conditions.

Accompany the user to:

- Admission at the São João de Deus Health House, at Câmara Pestana Health House and at the Unit for the Treatment of Drug Addiction;
- Appointments in the Bom Jesus Health Center and in the Unit for the Treatment of Drug Addiction;
- Loja do Cidadão for documentation (Registration and Notary Institute for the realization of citizen's card or change of address and Regional Directorate of Tax Affairs to request IRS declaration);
- Instituto de Segurança Social da Madeira for social services, social support requests (RSI, Disability Pension) and remitting of RSI or Disability Pension vouchers to the address of the APP;
- Instituto de Emprego da RAM (request for a declaration of enrollment in the IEM and assistance with employment professionals);
- CTT - Correios de Portugal, S.A (withdrawal of social benefits vouchers);
- Purchase of essential goods.

• "Porto Seguro" Project with users who attend the "A Minha Casinha" Project and those who are homeless. This aims to address the disadvantages of living on the street, to encourage change of habits and the search for better living conditions. These sessions are held every 15 days in a period of 1h in the Multipurpose Room of APP.

• "Viver + Vida" Project for the users of the Night Accomodation Center and Occupational Atelier of the Protective Association of the Poor, at the level of skills training / continuous empowerment program, which is ensured and monitored by the multidisciplinary team. These sessions are held every 15 days in a period of 1h in the Multipurpose Room of APP.

• "A Minha Casinha" Project for the users who spend the night in the street and in the Night Accomodation Center and who do not yet have the skills to join the Occupational Atelier. This project aims to create a safe, daytime functioning area with leisure, recreational and artistic activities, in order to captivate and to engage in a safe space capable of enticing change. The project runs daily, in the Multipurpose Room of APP, with the support of technicians of the APP's multidisciplinary team, between the hours of 10:00 and 12:00.

• “O Meu Pé de Meia” Project with the users who attend the "A Minha Casinha" Project, consists in the user learning to distinguish priorities in the organization and management of his income.
